The independent commission concluded that more than £830 million was used to inflate revenues. This allowed Manchester City to comply with Premier League and UEFA financial rules through what the commission called sham arrangements.
At the center of City's upcoming appeal is their claim that government funding came from the Abu Dhabi Crown Prince Court to help sponsors meet their financial commitments. They argue this was not funding from Sheikh Mansour's Abu Dhabi United Group, which owns the club.
However, the commission rejected this explanation as untrue. They stated it was concocted well after the event to hide a disguised funding scheme. Sponsor Etihad Airways is now considering legal action against the Premier League.
Pundits and Politicians React
The verdict has caused a massive stir. Andy Burnham said he would be worried if the owners sold the club, noting they have been a huge partner in building modern Manchester.
A Downing Street spokesman said the judgment is serious and no one is above the rules. They added that if wrongdoing is established, those responsible must face the consequences.
Former players have also spoken out. Jamie Carragher wrote that the club can only heal once the owners admit they failed and sell up. Gary Neville described the situation as chilling, saying the Premier League is being dragged through the mud.
