Manchester City appeal financial rules verdict

Manchester City have appealed their Premier League financial rules verdict, setting up a timeline that could conclude by the end of the season.

Manchester City lodged their appeal on Oct 2 against the independent commission guilty verdict on financial rules. The club had 14 days after being officially informed to serve notice. A new three person independent panel will form as an Appeal Board to review the case. Regulations state that Appeal Boards must conclude within 12 weeks of the appeal being lodged.

If the full 12 weeks are needed, it would finish by Dec 25. The panel must then deliver its verdict within 30 days of the final day of the hearing. The legal process takes a two week holiday shutdown over Christmas and New Year, meaning the panel could have until Feb 8 to announce its final decision.

Possible punishments and sanctions

The original independent panel will meet separately to decide on appropriate punishments. This process will run parallel to the appeal. Potential sanctions in the Premier League Handbook range from a reprimand to an unlimited fine or points deductions. The ultimate punishment is expulsion from the Premier League, which would require a 15 club majority vote among the 20 member clubs.

If guilt is upheld, fines could reach 500 million pounds due to the long duration of rule breaking. Many within football expect a massive points deduction or relegation. Should City be forced out of the top division, they would likely apply to join the English Football League in League Two rather than dropping lower into the non-league pyramid.
